(a) No person shall lay, construct, maintain, operate or use pipes, mains, conductors, lines of pipes or other appliances in any street, alley or public place in the City for the purpose of supplying or selling manufactured or natural gas for illuminating and fuel purposes, and no person shall lay conduits, erect poles and place thereon or therein wires or conductors for the purpose of furnishing telephone, telegraph or electric lighting, or other service wires for such purpose, in any street, alley or other public place in the City, without first obtaining a permit therefor from Council as provided in this chapter.
(b) This chapter shall apply to all City departments affected hereby, except those provisions relative to payment of fees. The permits for such City departments shall be in the form of written consent from the Superintendent of Public Works, and there shall be approval and inspection of work done hereunder.
