(a) Applications. Applications for the vacation of any street or alley in the City shall be filed in writing with the City Clerk who shall present the same to the Mayor and Council at their next regular meeting following the date of filing of the application. The application shall be on forms provided by the City Clerk, which forms shall set forth in detail the legal description of the alley or street to be vacated and the location of the same, and shall indicate the number of feet of frontage adjoining or abutting the alley or street and the names of the owners of the property adjoining or abutting each side of the alley or street to be vacated who are in favor of vacating the same.

(b) Fees. All such applications shall be accompanied by the sum of fifty dollars ($50.00), which sum shall be deposited in the General Fund of the City and used to defray the cost of publishing and recording fees and other expenses in connection with vacating proceedings.
