1020.05 MERCHANDISE DISPLAYS; SIGNS; PERMIT REQUIRED.
   (a)   No person shall place any merchandise, material or sign on any sidewalk, street or alley, except that a reasonable quantity of building and construction materials may be temporarily stored within a street, alley or sidewalk area for not more than ninety days if a written permit therefor is first issued by the Superintendent of Public Works. Such obstruction shall be barricaded in a manner prescribed by the Superintendent.
   (b)   Before any such permit is issued, the applicant shall file with the City Clerk a bond or policy of insurance in accordance with Section 1022.09(b).
