Every used automobile dealer shall keep in the place of business named in the license issued to him or her a record of the purchase and sale of all automobiles and all other records as are now or hereafter required by the Secretary of State. Such records shall be kept up to date and legibly written in the English language. All such records and stock in trade shall be open to the inspection of the Chief of Police or any member of the Police Department designated by him or her without the formality of legal process.
