Each used automobile dealer shall purchase from the Secretary of State and have in his or her possession prior to January 1 of each year the minimum number of dealer's license plates obtainable under State law. Such dealer shall use such dealer's license plates upon all automobiles not registered in the name of the dealer when such automobiles are being used and driven upon the streets of the City.
