(a) If the premises used for the maintenance of a used auto parts business is exposed to an adjacent street, alley or property, the Mayor shall, as a condition precedent to the issuance of a license, require the applicant to enclose the premises by a properly painted, tight board fence, at least eight feet high, erected in such a manner as to obliterate the premises from view. Such fence shall be properly maintained at all times by the licensee.
(b) Whenever the used auto parts business is located in an industrial section, the fence provided for in subsection (a) hereof may be of wire, at least six feet high, with openings not in excess of two inches square on all sides of the property, except those sides abutting public streets which shall be fenced with a tight board fence at least eight feet high. The fence shall be properly maintained at all times by the licensee. It is the express intention of the Mayor and Council to only permit the type of fence set forth in this subsection to be installed when the used auto parts business is located in an industrial area. In all other cases, the requirements set forth in subsection (a) hereof shall remain in full force and effect.
