(a) No building, place or lot shall be used for the purpose of operating a used auto parts establishment unless a petition as set forth in this section is filed with Council for at least ten days.
(b) Where the used parts establishment is conducted and maintained in a wholly enclosed structure, such petition shall be signed by fifty-one percent of the persons owning property within a radius of 250 feet of the premises consenting to such use.
(c) Where the used parts establishment is conducted and maintained in whole or in part in any vacant lot or partially exposed structure, then such petition shall be signed by fifty-one percent of the persons owning property within a radius of 500 feet of the premises consenting to such use.
