As used in this chapter, "dealer in used auto parts" means any person engaged in or conducting a business commonly known as a used auto parts business, or any person in the business of dismantling automobiles, dealing in used or secondhand auto parts or salvaged automobiles or selling, buying or delivering used or secondhand auto parts in the City.
