All provisions of this chapter affecting the operation of taxicabs and motor vehicles for hire, and all traffic regulations applicable thereto, now in force or which may hereafter be enacted or put into force, shall be complied with by the licensee. The licensee shall also comply with and enforce the carrying out of any orders or regulations, issued by the Mayor and Council, designed for the protection and safety of persons and property or for the comfort, health and convenience of the public. The Mayor and Council may amend, alter or repeal this chapter at any time in the future. No licensee operating under this chapter shall acquire any rights hereunder which shall be construed as preventing the Mayor and Council from taking such action.
