880.11 GENERAL OPERATING REGULATIONS.
   (a)   Every tattoo parlor shall be equipped with sterilizing equipment prescribed by the Health Officer. Such equipment must be maintained in a proper sanitary manner and at all times in proper working order. No tattooing shall be performed unless the tattooing equipment and materials have been sterilized before attempting to tattoo each customer.
   (b)   The tattooing of minors is prohibited, except with the written permission or in the presence of the parent or guardian of such minor.
   (c)   Every tattoo parlor shall, at reasonable business hours, be held open for inspection by duly authorized representatives of City departments concerned with the licensing and supervision thereof. The Health Officer shall have general sanitary supervision thereof.
   (d)   No tattoo parlor shall be conducted in direct connection with living quarters, unless especially approved by the Health Officer.
   (e)   A licensee shall be restricted in the exercise of his or her license to the place set forth in the license.
   (f)   The premises used for a tattoo parlor shall be well lighted and ventilated. They shall be kept clean and the furniture and equipment shall be maintained in a safe and sanitary condition.
   (g)   The skin of the hands of persons attending patrons shall be clean and in a healthy condition, and the nails shall be kept short.
