The Health Officer shall establish the qualifications for licensees and shall establish rules relating to health and sanitation. A copy of such qualifications and rules shall be given to the licensee, who shall post the same in a conspicuous place on the premises. The rules promulgated by the Health Officer shall also apply to agents and employees of the licensee.
