880.03 INVESTIGATIONS; LICENSE ISSUANCE.
   (a)   All applications for licenses under this chapter shall be filed with the City Clerk and transmitted to Council. Upon receipt of such application, and before acting upon the same, Council shall refer the same for investigation to the Health Officer, the Chief of Police and the Superintendent of the Building Department, each of whom shall make a written report to Council within a reasonable time. Council may also refer applications to any other departments of the City if it deems it appropriate to do so. If Council is satisfied that the applicant is of good moral character; that the granting of such license will not be detrimental to the interests of the public nor in violation of any State statute or provision of these Codified Ordinances; that the applicant, equipment and proposed location have been approved by the Health Officer; and that the proposed location has been approved by the Superintendent of the Building Department, it shall grant such license to the applicant upon payment to the City Treasurer of all fees prescribed in this chapter. Licenses granted by Council shall be issued by the City Clerk.
