878.02 SPECIAL EVENT DEFINED.
   For the purpose of the provisions of this chapter, the following words and phrases shall be construed to have the meanings herein set forth, unless it is apparent from the context that a different meaning is intended.
   "Special event" means any event outside of the normal course of business that has not received the approval of Council independent of this chapter and which can reasonably be expected to exceed the interior capacity of a building as set by the State Fire Safety Board and/or to block, close or significantly hinder or impair the flow of vehicular or pedestrian traffic on any street, road or other public right of way within the City.
