(a) Identification. Every canvasser and solicitor of any citizen organization or religious organization exempt from local licensing requirements and payment of licensing fees shall identify himself or herself and the organization he or she represents, in writing, at the office of the City Clerk, prior to commencing any canvassing or soliciting activity.
(b) Hours of Operation. Canvassing and soliciting from house to house by members or representatives of citizen organizations or religious organizations exempt from local licensing requirements shall be limited to the following times:

February through April 10:00 a.m. - 7:00 p.m.
May through July 10:00 a.m. - 9:00 p.m.
August through October 10:00 a.m. - 7:00 p.m.
