(a) No person shall operate upon the sidewalks of the City any snow removal equipment operated by a motor-driven vehicle which:
(1) Exceeds 4,000 pounds in weight;
(2) Is not equipped with pneumatic tires;
(3) Is wider than the width of the public sidewalk upon which it is operated;
(4) Is wider than six feet; or
(5) Is not equipped with a revolving-type brush with which to effect the removal of snow.
(b) No person shall use any snow removal equipment of a scraper or plow-type operated by a motor-driven vehicle that allows such blade or scraper to come into contact with the sidewalk.
