Whenever a licensee under this chapter purchases or receives any article or valuable thing as described in Section 870.01, the licensee shall take and deliver to the Chief of Police, on a card furnished by the Police Department or the State Police, in addition to the requirements of Section 870.05, a legible print of the thumb of the right hand of the person from whom such article was received. If such person has no right thumb, the licensee shall take and deliver the legible print of the thumb of the left hand or a finger, which shall be so identified in writing by the licensee.
