(a) A person who wishes to engage in the business of dealing in, buying, selling and exchanging secondhand goods, articles or merchandise shall make application to the City Clerk, who is authorized to grant a license therefor upon approval of the Chief of Police and Council, upon payment of a license fee and upon filing of a bond in the penal sum of fifty dollars ($50.00), payable to the City, such bond to be signed by two or more sureties or by a surety company qualified to do business in this State, and conditioned on the faithful observance by the licensee of all provisions of this chapter.
(b) Such license shall be granted for one year or less, but in any event not beyond the first Tuesday in May next succeeding the issuance thereof.
(c) Such license shall designate the particular place where the licensee shall carry on his or her business, and no licensee shall carry on such business at any place other than that designated in the license.
(d) Such license shall not be transferable.
