No licensee operating or conducting a business under this chapter shall sell, offer for sale or give away, or permit the selling or giving away, to any person under twenty-one years of age, any beer, wine, whiskey or other spirituous or intoxicating beverage. Any violation of this section shall be sufficient cause for the revocation of any license theretofore issued to the licensee, in addition to any other penalty provided for in this chapter.
