(a) The owner or operator of any business, trade or industry shall register such business in conformity with this chapter prior to starting business in the City.
(b) An owner or operator of a business, trade or industry, not in operation at the time of the enactment of this chapter, shall make application for a registration certificate before entering into the conducting or operation of any such business, trade or industry.
