Pursuant to the authority contained in Act 95 of the Public Acts of 1981, as amended (M.C.L.A. 445.481 et seq.), the fee for a certificate of registration for a precious metal and gem dealer, as defined in such Act, is hereby established at fifty dollars ($50.00), which fee is deemed to represent the reasonable cost of processing and issuing such certificate.
