(a) Each pawnbroker shall make daily, except Sunday, a sworn statement of his or her transactions, describing the goods or pledges received, and setting forth the name, residence and description of the person from whom the goods or pledges were received, to the Chief of Police.
(b) All licensed pawnbrokers by 11:59 p.m. daily, at his or her own expense, under this chapter shall promptly complete and transmit, by electronic means, to the police Department’s computerized systems), the data identifying all transactions in which the licensee received used goods the preceding day by pawn, exchange, purchase, or consignment. A transaction reported by electronic transmission under this subsection shall not be reported on paper forms unless the Chief of Police so requests.
(c) Each electronic transaction report and record shall include a digital photograph of the article or group of articles, along with a description of the article, and applicable, serial number, make, model number, size, color of article or articles; the purchase/loan price; ticket number; dealer name and location; customer information, including operator’s license number or other Federal or State identification number, customer’s name (last, first, middle), customer address, customer date of birth, physical description (height, weight, hair color, race, gender, appropriate fingerprint) and any other information required by the local law enforcement agency.
