If any person is aggrieved by the conduct of any licensed pawnbroker and recovers a judgment against him or her therefor, such person may, after the return, unsatisfied either in whole or in part, of any execution issued upon the judgment, maintain an action in his or her own name upon the bond of the pawnbroker, in any court having jurisdiction, of the amount of the judgment remaining unsatisfied.
