858.02 LICENSE APPLICATION; INVESTIGATIONS.
   (a)   An application for a license required by this chapter shall be made upon blanks furnished by the City Clerk setting forth the name of the applicant and, if the same is a corporation, the names of the officers, together with the names and addresses of all persons interested in the issuance of the license; a statement as to whether or not the applicant has, either alone or with someone else, ever been engaged, as owner or employee, in the business of the sale of soft drinks, and if so, when and where; the contemplated place of doing business; and all other information that may be deemed necessary for the proper enforcement of this chapter.
   (b)   The application shall be addressed to Council and filed with the City Clerk who shall, upon receipt of the application, refer the same to the Chief of Police and the Health Officer for investigation. The Chief of Police shall, within a reasonable time, report to Council as to whether or not the applicant is a suitable person to become such a licensee, and the Health Officer shall likewise report as to the sanitary conditions of the proposed place of business.
