No person shall establish, maintain, keep or operate in the City any place for the sale, giving away or bartering of any beverage without first obtaining a license therefor from Council. However, this chapter shall not apply to the sale of tea, coffee, milk, chocolate, cocoa or lemonade at any hotel, restaurant or other eating house.
