856.07 DUTIES OF LICENSEE.
   Licensees under this chapter shall:
   (a)   Maintain precise records of motorcycle rentals indicating the name of the person to whom the rental was made, his or her address and driver's license number, what vehicle was rented, the date and hour of its rental and the time of its return to the possession of the licensee;
   (b)   Rent motorcycles only to persons who have and can show a valid motor vehicle operator's license;
   (c)   Not rent a motorcycle to any person under eighteen years of age unless accompanied by his or her parent or guardian;
   (d)   Require any person renting a motorcycle to sign an application showing that he or she is eighteen years of age. However, if he or she is not eighteen years of age, both he or she and the parent or guardian of such person shall sign the application and acknowledge that he or she read, knows and is familiar with the provisions of this chapter and the rules and regulations concerning the rental and operation of the motorcycle.
   (e)   Not rent a motorcycle unless the driver and his or her passenger, if any, is or are each wearing safety helmets;
   (f)   Maintain all motorcycles in a safe manner and provide each with all equipment required by law;
   (g)   Operate the business only between 10:00 a.m. and 6:00 p.m. There shall be no rental or return of motorcycles between 6:00 p.m. and 10:00 a.m. of the following day.
   (h)   Purchase a policy of insurance for every motorcycle owned or rented on the premises. The policy shall have a minimum coverage of ten thousand dollars ($10,000) for only one person injured and twenty thousand dollars ($20,000) for two or more persons injured as the result of any one occurrence or accident, and coverage of five thousand dollars ($5,000) property damage insurance for each property damage accident.
   (g)   Have only the number of motorcycles on the premises as provided for in his or her application and license for rental;
   (h)   Not permit motorcycles rented by him or her to be operated on residential streets unless the operator is taking the shortest and most direct route to his or her residence from the nearest State trunkline; and
   (k)   Comply with all ordinances and regulations of the City.
