(a) The license fee shall be twenty-five dollars ($25.00) annually for each location that sells motorcycles and one hundred dollars ($100.00) annually for each location that rents motorcycles.
(b) The license shall be revocable upon proper complaints and upon a determination by the court that it is a nuisance to the neighborhood.
