The Chief of Police is authorized to permit the transfer of a license issued for one amusement device or video game to another amusement device or video game upon good and proper showing that the amusement device or video game from which a license is transferred has been taken out of use in the City. No such amusement device or video game so taken out of use in the City shall be placed back in use until a license has been secured for the same.
