(a) No person shall establish or operate, or cause to be established or operated, any mechanical amusement device arcade or amusement arcade, except in conformity with this chapter and all other applicable ordinances.
(b) No person shall establish or operate a mechanical amusement device arcade unless the arcade or amusement arcade is licensed in accordance with this chapter.
