A license required by this chapter shall be issued to the owner of a massage parlor if he or she agrees to conform to the rules and regulations set forth in this chapter and to employ as operators only persons who are licensed by the Health Officer under this chapter. The license shall be granted only after an inspection has been made by a representative of the Health Officer and after the type, location and sanitary condition of the premises and equipment have been approved.
