848.08 EXAMINATIONS; CERTIFICATIONS.
   (a)   Before the Mayor and Council issue any license for the practice of massage or the operation of a massage parlor, the application shall be referred to the Health Officer who shall examine the qualifications and fitness of the applicant. The Health Officer shall, after examination, certify his or her approval or disapproval of the applicant. If he or she disapproves of the applicant, he or she shall state, in writing, his or her reasons therefor, and shall give a copy of such reasons to the Mayor and Council and the applicant.
   (b)   Such examination shall be in accordance with the rules adopted by the Health Officer. The examination may include practical demonstrations and oral or written tests consistent with the practical and theoretical requirements of the occupation.
   (c)   If the owner of a massage parlor intends to personally attend patrons, he or she shall pass the examination for an operator as arranged by the Health Officer.
