848.07 LICENSE ISSUANCE; CONDITIONS FOR REVOCATION.
   (a)   The Mayor and Council are authorized to issue licenses upon application therefor, refuse to issue licenses or revoke the same if it is determined, upon satisfactory proof, that the applicant is not qualified, as provided by this chapter, or is not the proper or suitable person to conduct or engage in the practice of massage, or that the applicant has violated any of the rules of the Health Officer or has been convicted of a felony or of a violation of any of the laws of the State or the City with reference to alcoholic beverages, drugs, sanitation or prostitution.
   (b)   Failure to conform with the rules and regulations of the Health Officer and with this chapter shall be considered sufficient cause for a request to the Mayor and Council by the Health Officer for the revocation of the license.
