Every licensee under this chapter shall, on demand, exhibit all goods bought or received, and give the name, address and description of the person from whom the same was purchased or received, to the City Clerk or any police officer of the City. The licensee shall keep a record or book, written in ink in the English language, containing the names, residences and descriptions of all persons from whom goods are purchased or received.
