(a) Identification. Each vehicle used to collect garbage or rubbish shall bear a City license issued by the City Clerk.

(b) Construction. All vehicles used in the collection of garbage or rubbish shall be constructed of metal, shall be watertight and shall be kept clean and free from odors. All such vehicles shall be kept closed and all covers thereon shall be securely fastened while being used to transport garbage and at all other times, except when necessary to open the covers to receive garbage or rubbish.
All vehicles used in the collection or transportation of garbage or rubbish shall be of such construction and so operated that the contents thereof shall not spill upon the streets or alleys or otherwise create a nuisance.
