Council may revoke any license issued under this chapter for a violation of any of the provisions of this chapter or of any rules made by the Superintendent of Public Works, after holding a hearing for such purpose and giving prior notice of such hearing to the affected party who shall have the opportunity to be heard. Such notice shall inform the affected party of the reasons for the proposed revocation.
