(a) An application for a garbage or rubbish collection license may be rejected for any of the following grounds:
(1) Misrepresentation of fact in the application;
(2) Previous revocation or suspension of the applicant's license for garbage or refuse collection;
(3) Failure of the applicant to comply with applicable City, County, State or Federal law;
(4) Receipt of an unfavorable report from the Police Department or the Superintendent of Public Works; or
(5) Any other ground deemed necessary by the City Clerk for the general health or welfare of the public.
(b) Any application rejected by the City Clerk pursuant to subsection (a) hereof shall be immediately forwarded to the Mayor and Council for final disposition. The rejected applicant shall be notified by the City Clerk of the date and time when the Mayor and Council intend to consider the matter.
