(a) An application for a license required by this chapter shall be made to Council and shall be filed with the City Clerk for presentation to Council. The application shall set forth the full name of the applicant and of every person interested in the issue of the license applied for, together with the business and residence addresses of such persons. If the applicant is a corporation, this provision shall apply only to the officers and directors of the corporation. Each application shall also set forth the place where it is proposed to establish, maintain or operate the devices for which a license is asked and the number of devices to be so established, maintained or operated.
(b) No such license shall be granted to any person who is not a citizen of the United States.
