824.05 REJECTION; HEARINGS.
   (a)   The City Clerk shall, upon receipt of an application for a license required by this chapter that has been disapproved, present it to Council at its first regular meeting which will allow the serving of ten days notice upon the applicant, and shall, on or before the ten days before such regular meeting, serve or cause to be served upon the applicant a notice of disapproval of the application by the County Health Department and the date of the regular meeting at which the same will be presented to Council.
   (b)   Council shall consider the disapproval of the Health Department, shall hear the applicant in his or her behalf and shall act upon the application. Council shall establish its own rules of order for such review and hearing.
   (c)   If the application is denied by Council, the City Clerk shall give written notice to the applicant within five days of such denial and such applicant shall not open the restaurant designated in the application to the public thereafter.
