822.16 PAYMENT OF OBLIGATIONS TO CITY.

All personal property taxes, all real property taxes, and all other obligations which are due and payable to the City and which relate to any premises for which a liquor license is sought to be used, shall be paid before Council shall approve the issuance, transfer or renewal of such license.
