Council shall not approve any new application for a license to sell beer, wine and/or spirits for consumption on the premises, unless the use of the license shall be in connection with, and incidental to, a bona fide restaurant operation. The determination as to whether such operation exists or will exist shall be made by Council, and a decision by a majority thereof shall be conclusive. The fee for investigation for all matters of transfer, change of name, sale or application for a liquor license or permit shall be two hundred fifty dollars ($250.00), payable in advance to the City Treasurer.
