No licensee, manager or person in charge of any drive-in restaurant shall cause, create, allow or maintain any nuisance on the parking area whereby the peace, good order or sanitation of the neighborhood is disturbed, or whereby persons owning or occupying property in the neighborhood are disturbed or annoyed.
