(a) Each person to whom a permit required by this chapter is granted shall wear an identification card, to be provided by the City for such purpose, which identification card shall be worn so as to be plainly visible. No permit so issued shall be of any force or effect unless such identification card is shown.
(b) A deposit of five dollars ($5.00) shall be required from the applicant at the time of issuing the identification card. The deposit shall be refunded to the applicant upon the return of the identification card and permit to the City Clerk.
