The Mayor and Council shall determine from the permit application, from such facts as may be developed in connection with such application and from the facts with respect to other permits currently outstanding, the period for which such permit shall be approved and granted. Except for good cause shown, such permit shall not be approved or granted for a period for which a prior permit has been granted or actively authorized with which the proposed solicitation would likely conflict, interfere or engender undue confusion in the public mind, or which would unduly burden the residents of the City with an excessive number of concurrent solicitations and canvasses. In no event shall the period of any such permit exceed two months. However, the City, upon receipt of such further application information or reports as it deems necessary to safeguard the interests of the public and carry out the purposes of this chapter, may renew and extend such permit for additional periods of not more than two months.
