Council may revoke any automobile washrack license if, upon a hearing and investigation after at least five days written notice of the time and place of such hearing, served upon the licensee by registered or certified mail, addressed to him or her at the washrack, Council finds the following:
(a) The licensee has knowingly made any false or materially incorrect statement in the application for a license.
(b) The licensee violates or permits or countenances a violation of any of the provisions of this chapter or any other ordinance of the City, or creates a nuisance as set forth in Section 806.07.
