804.02 LICENSE REQUIRED.

No person shall sell or attempt to sell at public auction in the City any watch, clock, jewelry, silver, silver-plated ware or optical goods, except under and by virtue of legal process or under any proceedings by virtue of a mortgage, without first obtaining a license therefor.
