(a) Any person holding a license under this Business Regulation and Taxation Code may obtain a duplicate copy of such license if the original is lost, destroyed or so worn or soiled as to be partially or wholly illegible.
(b) No such duplicate copy shall be issued until the licensee returns the original to the City Clerk or files an affidavit with the City Clerk to the effect that the license has been destroyed or lost. Any duplicate issued shall be plainly marked on its face: "Duplicate."
