No license or permit shall be issued under this Business Regulation and Taxation Code except upon payment of the fee provided therefor in the chapter requiring such license. However, no license or permit fee shall be required from any person who is exempt from such fee by State or Federal Law. Such person shall comply with all other provisions of this Code and of the chapter requiring the license for which such fee is required.
