(a) Only a person who has been given authorization by the controlling department head shall be authorized to have in his or her possession or under his or her control any key, lock or mechanical opening device which will gain access to any door, window or lock belonging to or under the control of the City. A written record of persons authorized in each department to have keys, locks or mechanical opening devices shall be maintained by the issuing City department head.
(b) No person shall have possession or control over any such key, lock or mechanical opening device without written authorization.
