No person shall telephone any other person or cause any other person to be telephoned, with the intent to terrorize, frighten, intimidate, threaten, harass, molest or annoy such person or to disturb the peace and quiet of such person, whether or not conversation ensues, by any of the following means, whether such telephone call originates or terminates in the City:
(a) Using threatening language or conversation;
(b) Falsely and deliberately reporting that any person has been injured, has taken ill, has suffered death or has been the victim of a crime or an accident; or
(c) Using any vulgar, indecent, obscene or offensive language or suggesting any lewd or lascivious act in the course of a telephone conversation.
