(a) Minors Under Fifteen Years. No minor under fifteen years of age shall loiter, idle or congregate in or on any public street, highway, alley, park or other place open to the general public in the City between 10:00 p.m. and 6:00 a.m. of the following day, unless the minor is accompanied by a parent or guardian or by some other adult over twenty-one years of age delegated by the parent or guardian to accompany the child.
(b) Minors Under Seventeen Years. No minor under seventeen years of age shall loiter, idle or congregate in or on any public street, highway, alley, park or other place open to the general public, including any area designated for the parking of motor vehicles, in the City, between 10:00 p.m. and 6:00 a.m. of the following day, except where the minor is accompanied by a parent or guardian or by some other adult over twenty-one years of age delegated by the parent or guardian to accompany the minor, or where the minor is on an errand or other legitimate business directed by his or her parent or guardian.
(c) Aiding or Abetting Violations. No person seventeen years of age or over shall assist, aid, abet, allow, permit or encourage any minor to violate subsection (a) or (b) hereof.
(d) Exceptions. This section shall not apply to the following situations:
(1) Where the presence of the minor in said place or places is connected with and required by some legitimate work, trade, profession or occupation in which said minor is engaged.
(2) Where the minor is upon an emergency errand or other legitimate business directed by his or her parent or guardian.
(3) Where the minor is going to or coming from a legitimate church, Municipal or school function or returning from the theater with the permission of his or her parent, guardian or other adult over the age of twenty-one years having the care and custody of the minor.
