(a) This chapter shall not be deemed to apply to the distribution of mail by the United States, to newspapers or to public directory-type publications containing fifty individual or firm names therein.
(b) This chapter shall not be deemed to repeal, amend or modify any ordinance prohibiting, regulating or licensing canvassers, hawkers, peddlers, transient merchants or other persons using the public streets or places for any private business or enterprise or for commercial sales not covered in this chapter.
